Boughtong had been mixed up with proceeding of an improper character. The proceeding referred to is, I believe, the one known here as the Achoy filibustering case, for which Tam Achor and others were tried before the Supreme Court in February last. The Defendants pleaded guilty and were bound to appear for judgment.
The case did not present any features calling for special report to your Grace, and, indeed, I may add that I myself at the time received no official report upon it, from either the Acting Chief Justice or the Acting Attorney General.
I have now, however, procured a report of the trial from the Chief Justice, with the affidavits made by me, No. 2, Caldwell, and by the two principal defendants. Copies of these are enclosed, from which it will be perceived that not only was no Officer of this Government "mixed up" with these proceedings, but that no encouragement was given by any Government official connected with this case.
I infer that the Boughtong Maon, upon which Newspaper observations, the Petitioners allege to have grounded their complaints, were based.
